The Chief Executive’s 2025 Policy Address | Government Pushing Forward Construction of Hong Kong’s First Large-Scale EV Battery Recycling Facility

On September 17, Chief Executive of the Hong Kong Special Administrative Region, Mr.John Lee delivered the “The Chief Executive's 2025 Policy Address”,he said:“To meet the country's ‘dual carbon’ targets, Hong Kong is working to achieve carbon neutrality before 2050, in which the new energy industry will play a crucial role. The Government is pushing forward the construction of Hong Kong's first large-scale electric vehicle (EV) battery recycling facility at the EcoPark, which is expected to commence operation in the first half of 2026. The recycled black mass converted from locally retired batteries will be supplied to the Mainland and neighbouring regions, promoting the development of the EV battery recycling industry. ”

Policy Address is the annual address delivered by the Chief Executive to the Legislative Council to outline various Government policy proposals for administering the Hong Kong Special Administrative Region. The Chief Executive normally attends a Question and Answer Session on the Policy Address after the delivery of the Policy Address to expound on policy vision and to answer questions from Members. In addition, the Chief Executive also attends Chief Executive’s Interactive Exchange Question and Answer Sessions to express and exchange views on significant, macro and strategic topics with Members.

The project under Envision Greenwise Holdings Limited (“Envision Greenwise Group”, stock code: 01783.HK)– Hong Kong's First EV Battery Processing Plant – officially commenced construction in June 2024. The structural work has been largely completed, and it is expected to commence operations in 2026.

Located at Hong Kong's Tuen Mun EcoPark, covering approximately 9,420 square meters, the facility will be dedicated to the eco-friendly processing of retired EV batteries. Through diversified recycling solutions, including second-life applications and black mass production, it will promote the local circular economy while contributing to sustainable resource security for both the city and national development.
